Schools of Democracy: American Federalism and Civic Education provides a fresh analysis of the continuing relevance of American federalism in shaping and maintaining civic life in the United States.

This book responds to the need for more attention to the two-way relationship between federalism and civics in the United States, bridging the gap between recent scholarship on American federalism and current debates in civics and civic education, and providing a source for improved public dialogue on the role of the states in advancing civic education in the twenty-first century.

With contributions from leading scholars in political science, philosophy, history, law, and education, the volume addresses a wide range of topics, including the problem of civic formation amid diversity; the relationship between civic virtue and the Constitution; state constitutions and citizenship education; the empirical relationship between federalism and civic health; local government and civic education standards; the role of state universities in cultivating a national civic identity; the rise of state-created centers for civic education; the role of federal and state courts in making civics preparation a high priority; the nationalization of parties and the erosion of civic engagement; and how schools can more effectively center federalism in civic education.

Taken as a whole, the chapters demonstrate why a renewed attention to federal principles offers a vital framework for addressing polarization, rebuilding trust, and reinvigorating civic life. Bringing together scholars from a wide range of perspectives and scholarly disciplines, the book aims to initiate a broader public discussion of the practical ways in which states and local governments can be stronger and more productive partners in the effort to reverse the decay in American public life.

Schools of Democracy will be of great interest to students and scholars of political science, history, philosophy, public policy, education, and constitutional law, as well as teachers, lawmakers, and those working in various civic centers across the United States.

Andy S. Bibby is Associate Director of the Center for Constitutional Studies (CCS) at Utah Valley University, USA, where he oversees and directs the Federalism Index Project. Andy's published books include Montesquieu's Political Economy (Palgrave 2015) and Rival Visions: How Jefferson and His Contemporaries Defined the Early American Republic (University of Virginia Press 2021). Recently, he was awarded a National Endowment for the Humanities (NEH) award, towards completion of a book project on the "End of Federalism," a survey of the normative theory and intellectual history of American federalism since 1950. Andy received his PhD from Michigan State University and was a postdoctoral fellow at the James Madison Program on American Ideals and Institutions at Princeton. Andy has lectured widely in places like India, Uganda, France, and across the states on topics related to Constitutional studies and American federalism. He also publishes a monthly newsletter on American federalism policy.

Robert J. Burton is the Tocqueville Assistant Professor of Civic Thought and Leadership and director of the Civic Thought and Leadership Initiative (CTLI) within UVU's Center for Constitutional Studies. Within the fields of political philosophy, American political thought, and constitutional law, his research and teaching focus on civic education, religious liberty, and the relationship between conscience and politics. His articles have appeared in venues like American Political Thought and the Political Science Reviewer. He is also a charter member of the Alliance for Civics in the Academy. As director of CTLI, he leads a team dedicated to developing the next generation of citizens and civic leaders through innovative K-12 professional development, academic programming, and civics research. Since joining CTLI in 2021, Robert developed a new Summer Civic Institute for advanced undergraduates; helped create an M.A. in Constitutional Government, Civics, and Law; and built CTLI into the premier provider of teacher civic professional development in Utah, training over 500 teachers per year. Robert received his PhD and MA in Political Science from the University of Notre Dame and his BA in English and Politics (summa cum laude) from Southern Virginia University.
